With the rise of apartment developments along Burwood Highway in the Whitehorse area, I set out to explore the reasons behind this trend and its impact on local residential communities. In May 2021, I interviewed the late Joe Capomolla, who was then serving as Senior Major Projects Manager for the Whitehorse Council, to gain insights from a planning and development perspective.
